Chronology: Germany and the Corona Pandemic 2021

The Coronavirus has killed tens of thousands of people in Germany since it hit the country a year ago. More than three million Germans got infected. Later this year, things are supposed to improve.

April 16th, 2021

The Berlin Bundestag was supposed to discuss the amendment to Germany’s Infection Protection Act Chancellor Merkel insists on. Section 28b of the law would include strict measures counties with incidences above 100 need to implement. Nightly curfews, tighter contact restrictions and closing down almost everything are the main ones. There is a lot of criticism. According to the Robert Koch Institute, both the number of new infections and that of Corona-related deaths remain high. But so do the vaccination numbers. Germany hit another record on Wednesday, by administering as many as 738,501 vaccination doses.

April 15th, 2021

Germany’s Robert Koch Institute (RKI) just reported more than 29,000 new Corona infections within the past 24 hours. It is the highest number since January 8th, 2021. Two weeks after Easter, the numbers released by the RKI now include the cases that were reported later because of the holidays.

In the meantime, the country is accelerating its Corona vaccination campaign substantially. Almost 17 percent of all Germans and other residents have been vaccinated at least once, 6.2 percent have gotten both required vaccinations. At this stage, more than 500,000 doses are being administered every day, also because tens of thousands general practitioners were included in the process. Soon, Germany can speed up its vaccination campaign even more, when Biontech and Pfizer provide an additional 9 million doses, on top of the deliveries that had already been announced.

April 14th, 2021

The Berlin Senate prolongs the existing Corona rules until May 9th, 2021, and adds some new ones. Starting on Saturday, persons who got both vaccination doses will have the same rights as individuals with negative Corona tests. Businesses do not have to allocate 40 square meters to each customer anymore.

Now that Angela Merkel’s cabinet has approved an amendment to the Infection Protection Act which contains an automatic ’emergency brake’ for counties with Incidences higher than 100, some First Ministers criticize it. Berlin’s Governing Mayor Müller does not like the nightly curfews that are part of it. Others say there might be legal issues, and the proportionality needed to be looked into.

April 13th, 2021

Angela Merkel wants to get her “emergency brake” approved in her cabinet today. Afterwards, she intends to push it through the Bundestag and Bundesrat. It is an amendment to Germany’s Infection Protection Act. Section 28b would force counties to implement strict measures when their Incidence Number exceeds 100. Those include closing everything down, tight contact restrictions and nightly curfews. But the measures are being criticized. Some First Ministers are not ready to approve certain details.

In the meantime, Germany’s Incidence is increasing. Experts fear the German health system could be overburdened this time unless strict measures are implemented right now.

In Germany, the total number of Corona infections since the crisis began just passed the 3 million mark. Just days after the Easter holidays, during which less new infections were reported, the numbers are generally on the rise again. Except for Schleswig-Holstein, all federal states have Incidence Numbers above 100. Thuringia and Saxony are even above 200. In the Saarland, where First Minister Tobias Hans had announced the reopening of all retail businesses and even cinemas, the Incidence is climbing as well. It stands at 117.6.

This week, the government fractions might push an amendment of the Infection Protection Act through the Bundestag. This would give the government the right to put in place stricter anti-Corona measures in counties with Incidences above 100. The Seven Day Incidence Number shows how many new infections there have been per 100,000 inhabitants in the past seven days. It says a lot about the tendency in a country, state or region.

Professor Christian Karagiannidis of the organization ‘Divi Intensivregister’ says the occupancy rate in intensive care units at Germany’s hospitals is now higher than it has ever been before in this crisis. He demands immediate action and says even if there was a strict lockdown, it would take another 10 to 14 days until the number of ICU patients would stop increasing.

As predicted by experts, the number of new Corona infections is on the rise again after the Easter holidays during which many cases were not reported. But so is the number of vaccinated residents in Germany. So far, more than 15 percent of them received at least one vaccination dose, 5.9 percent got both. The vaccination campaign was just accelerated, when GPs became part of it.

As the infection numbers keep on rising, the Chancellery is working on an amendment of Germany’s Infection Protection Act. In a draft prepared by the Chancellery, which the ‘Welt’ daily reports about, the so-called “emergency brake” is stricter than the original one, which the First Ministers had approved at their latest Corona conference with Angela Merkel. For instance, it includes even tighter contact restrictions. Mrs. Merkel wants the federal government to control things in counties with Seven Day Incidences higher than 100.

Professor Lothar Wieler, the head of the Robert Koch Institute, warns every day that passed without action would cost lives. He demands a nationwide, strict lockdown for two to four weeks. So far, most First Ministers have largely ignored demands of this kind.

The number of new Corona infections reaches its highest level since January 8th, when the second wave was at its peak. Experts had predicted a big increase of cases after Easter. During the holidays, less reporting had been done. The alarming increase has already led to an increasing number of Corona patients at hospitals, including their ICUs. At some German hospitals, the numbers are already critical. The only good news is that the number of Corona vaccination doses that are being administered in Germany per day is increasing too, because general practitioners are now involved.

In the meantime, the argument between the First Ministers in Germany’s federal states is continuing. The next Corona conference with Chancellor Angela Merkel which they were supposed to attend on Monday might be postponed for that reason. There is no consensus on the approach Germany should be taking in the fight against Corona.

According to the ‘Bild’ tabloid, both Angela Merkel and the Bundestag fraction of her conservative party CDU are looking into changing the Infection Protection Act. The change they want would give the federal government the right to force counties anywhere in Germany to implement stricter measures when their infection numbers reach a certain level. For weeks, Mrs. Merkel and some First Ministers have argued about the so-called ’emergency brake’ rule which some states are not following, in spite of the fact that they agreed to it.

The infection numbers are rising substantially again after they dropped during the Easter holidays. Doctor’s offices were closed for several days, and some local health authorities did not report their Corona infection numbers. For the first time in a week, the number of new infections reported within 24 hours exceeds 20,000 again.

The endless discussion about a stricter lockdown among Germany’s First Ministers continues, but action in this direction is not being taken. North Rhine-Westphalia’s head of government Armin Laschet is being mocked for his latest statements about a “bridge lockdown”, while experts keep on demanding consistent action against the third Corona wave.

Justice Minister Christine Lambrecht wants to treat persons who have been vaccinated the same way as individuals with negative Corona tests. In an interview she says this was an important aspect for upcoming reopening rounds as well. Her colleague Jens Spahn, Germany’s Health Minister, demands a strict and uniform approach against Corona.

Armin Laschet, the First Minister of North Rhine-Westphalia and chairman of Angela Merkel’s conservative CDU, demanded a tight “bridge lockdown”, all of a sudden, and an immediate Corona conference in Berlin. Just days ago, Laschet had been criticized by Mrs. Merkel for refraining from implementing the “emergency brake” in his state, even though he had agreed to it at the last Corona conference. Some of his colleagues said they believed preponing the next Corona conference was useless as long as there was no mutual concept.

General practitioners in Germany are supposed to commence vaccinating their patients against Corona this week. A total of 35,000 doctor’s offices will receive 940,000 doses of vaccine. The vaccination campaign is being sped up.

In Munich, the ’emergency brake’ kicks in because of a high Corona Incidence. Shopping at non-essential stores is not allowed anymore and the contact restrictions are stricter again. In the Bavarian capital, many establishments need to close yet again. They include the zoo, the botanical garden, museums, galleries, castles and memorials. Munich’s Incidence Number had exceeded 100 for three days in a row, from March 31st to April 2nd, 2021.

During the Easter holidays, some local health authorities do not report infection numbers. Because of this aspect, the official numbers available might be lower than the actual numbers right now. For this reason, Munich’s Incidence might fall below 100 again these days. If this is the case for three consecutive days, the ’emergency brake’ needs to be released, according to the rules.

While Munich obviously follows the ’emergency brake’ rule all First Ministers had agreed to, other cities and federal states do not., or they do so in part.

The number of new infections decreases. This has to do with the fact that, during the Easter holiday, less people go to doctors and less local health authorities report new Corona cases.

Germany’s Health Minister Jens Spahn announces liberties for vaccinated persons after the third wave. They are supposed to be able to enter shops and similar businesses without tests. Also they might be exempt from quarantines. In the meantime, Interior Minister Horst Seehofer wants a federal Corona law. He criticizes some governments in federal states for not implementing rules they themselves agreed to. Those include the ’emergency brake’ that is supposed to kick in once a state’s Incidence exceeds 100.

Germany’s President Frank-Walter Steinmeier criticizes both the government and the “constant doom-mongering” among people. He tells the country to pull itself together and calls on the government to come up with “comprehensible, pragmatic rules in the fight against the Corona pandemic.” Steinmeier concedes the way out of the pandemic is lo9nger than everyone had hoped for. According to the President, the Corona pandemic is holding the mirror to Germany. Its people always wanted to regulate everything, he states. At the same time, there was fear of risks, and responsibility was constantly being moved back and forth.

Chancellor Angela Merkel comments on Corona as well, in her podcast. There were “two tangible helpers” by now, she says. Both the Corona tests and the vaccinations would contribute to ending the pandemic. The month of April would bring a lot of headway in regard to the vaccinations, the Chancellor predicts.

At the moment, the number of new Corona infections in Germany seems to be plateauing. The Robert Koch Institute reports 21,888 new cases within 24 hours. It was roughly the same number last Friday. Germany’s Incidence Number even decreased a little.

A majority of all Germans are in favor of nightly curfews, a YouGov poll shows. Some federal states already put in place that kind of measure. In Hamburg, people need a valid reason when they go outdoors between 9:00 p.m. and 5:00 a.m.. In Baden-Württemberg, the same applies in counties with high Incidence Numbers. Berlin just chose a ‘semi curfew’. At night, people may be outside on their own or in pairs.

In Germany, doctors and politicians are demanding swift action against the Coronavirus. For the ‘Divi Intensivregister’, Professor Christian Karagiannidis tells the ‘Rheinische Post’ newspaper, the country’s ICU beds might fill up within four weeks. He demands an immediate “hard lockdown” of the kind Chancellor Angela Merkel wants.

Two First Ministers, Winfried Kretschmann from Baden-Württemberg’ and Markus Söder from Bavaria, send a letter to their 14 colleagues, in which they demand action as well. The “emergency brake” needed to the pulled right now, they say. According to the “brake”, the stricter lockdown Germany followed until a month ago should kick in once the Incidence in a state exceeds 100. This applies to thirteen out of sixteen states right now, but only few live up to their own decision.

March 31st, 2021

Germany suspends the use of the AstraZeneca vaccine again, but only for people below 60 years of age. This has to do with new cases of cases of cerebral vein thrombosis. Chancellor Merkel says there had been no alternative to following a recommendation by the Permanent Vaccination Commission. Ignoring it would have meant to “swipe things under the carpet”. Health Minister Jens Spahn conceded this was a setback for the ongoing vaccination campaign.

In the meantime, the Incidence numbers for Berlin and Germany decreased a little. Brandenburg announced nightly curfews for the upcoming Easter holidays.

In Germany, the argument about the ’emergency brake’, meaning a stricter lockdown of the kind Angela Merkel insists on, is continuing. So far, some First Ministers in certain federal states still believe easing restrictions in the third wave is a good idea. The Chancellor had accused them of breaching a recent agreement according to which states with high Incidence Numbers automatically fall back into the stricter lockdown Germany was in from late December to early March.

In the meantime, the infection numbers are rising. All but two federal states have Incidence numbers higher than 100, one of them is even above 200. In Berlin, the Neukölln district has become the capital’s hotspot yet again, with an Incidence above 200.

While the number of Corona-related deaths is decreasing at the moment, that of new Corona infections is taking the opposite way. Germany’s Incidence just climbed to 134.4. Berlin is developing into a Corona hotspot yet again, in this third wave. Its Neukölln district is above 200 again.

In a TV interview, Angela Merkel confirms what many had thought: She believes strict measures, including an extensive lockdown, need to be taken right now. Her own people, including the First Ministers Tobias Hans and Armin Laschet did not follow the agreement in regard to the “emergency brake”, Mrs. Merkel complains. She threatens them by saying she would look into whether she could enforce strict measures by using Germany’s Infection Protection Act.

The Chancellery in Berlin and the federal states will reportedly discuss a “hard lockdown” this coming week. Since the Corona infection numbers are rising rapidly, a temporary, strict measure that will decrease the number of contacts between people substantially, is an option the government seems to be considering.

Chancellery Minister Helge Braun, who is a doctor himself, said in an interview with ‘Bild am Sonntag’, this was the most dangerous phase of the pandemic. He warned of a vaccine-resistent Corona mutant that might develop and spread. Braun said in this case, the development of a vaccine and the vaccinations would have to start from scratch.

The infection numbers are rising at an alarming pace. Only three out of sixteen federal states reported Incidence levels below 100.

Doctors and other experts are demanding an end to reopening experiments some cities and federal states intend to run, because of the rising infection numbers in the ongoing third Corona wave. They include Professor Christian Karagiannidis, the President of the German Association of Intensive Care Physicians. In an interview with the ‘Rheinische Post’ daily, he calls for an immediate “hard lockdown”.

Thirteen out of sixteen federal states have Incidence Numbers higher than 100 by now. So far, most of them are not pulling the ’emergency brake’ their heads of government agreed to at the last Corona conference with Chancellor Angela Merkel. The ’emergency brake’ rule says the rules of the old, stricter lockdown apply once a region or state exceeds 100 for three days in a row. In the city state of Berlin, the Senate will convene later today. Brandenburg is considering nightly curfews in regions with very high Incidences.

The city state of Berlin refrains from pulling the “emergency brake” even though it was approved by Chancellor Angela Merkel and all First Ministers very recently. Originally, regions or federal states with Incidences of 100 or above for three consecutive days were supposed to fall back into the old lockdown rules that applied in February. Instead, the Berlin Senate extended the mask rules and ordered companies to let more employees work from home.

While the infection numbers are rising rapidly, the Saarland, one of Germany’s smallest federal states, intends to reopen everything after Easter. First Minister Tobias Hans announced he wanted to try the rapid Corona test approach. This means whoever enters a restaurant, cinema, bar or other business will have to get tested on site first.

A new rule will apply to all flight passengers who intend to travel to Germany. They will have to get tested for Corona before they board the aircraft, no matter whether they are coming in from a high risk country or not.

The Corona infection numbers are being pushed upward by the third wave. Germany’s Incidence Number now stands at 113.3. The alarming pace at which the numbers are rising becomes evident by looking at Berlin. In the German capital, the Seven day Incidence Number jumps to 118.2. All twelve districts are above 100 by now.

Professor Lothar Wieler of the Robert Koch Institute says lockdowns were the only way to stop the third wave. This would be the case until 80 percent of the population was immune. “Until this has been achieved, we will not be safe”, Wieler stated.

The lockdown rules for the upcoming Easter and Passover holidays in Germany are being criticized. The main issue is that they will most likely create big crowds at supermarkets on Saturday. Chancellor Angela Merkel and the First Ministers from the federal states had decided to make all supermarkets close on Holy Thursday.

In the afternoon, Angela Merkel retracts the decision to close everything down on Holy Thursday and apologizes for what she calls a “mistake” in a short address to the nation. Minutes later, she also apologizes to the members of the Bundestag.

In the meantime, the number of new infections keeps on increasing. In the past 24 hours, 15,813 cases had to be added, 2,800 more than last Wednesday.

After many hours of talks and arguments, Angela Merkel and the First Ministers come up with decisions in regard to the way ahead in the crisis. It took until the early morning hours. The lockdown is being prolonged until April 18th. The Easter holiday is supposed to become a time of resting, with a minimum of contacts. Up to five people from up to two households are allowed to gather during the holidays. Children up to 14 years of age do not count.

The federal government and the state governments are asking people not to travel. Anyone who does anyway and returns to Germany from abroad is supposed to get tested for Corona first, before boarding the plane. Testing and vaccination centers are supposed to remain open during the holidays. In counties with Incidence Numbers above 100, tightened restrictions may apply. The states decide about closures or the reopening of kindergartens and schools themselves.

Chancellor Angela Merkel and the First Ministers will discuss the Corona situation and decide about new rules in their Corona conference today. Because of the rising infection numbers, Mrs. Merkel wants to prolong the lockdown until April 18th. A draft decision paper contains strict new rules for counties or cities with Incidence Numbers higher than 100. Those contain nightly curfews. Whether those will be approved, is not known.

The third wave is pushing up the Coronavirus infection numbers in Germany. The Incidence Number surpasses the critical level of 100. This is the case in nine out of sixteen federal states as well. According to the latest agreement between Chancellor Angela Merkel and the first Ministers, the latest easing of the Corona restrictions needs to be retracted under these circumstances.

Vice Chancellor Olaf Scholz asks all Germans to refrain from taking trips to Mallorca or Turkey during the upcoming Easter vacations, in an interview with ‘Bild am Sonntag’. The fear is that vacationers might give each other the Coronavirus and bring it back to Germany afterwards. Recently, the Foreign Ministry took Mallorca off the list of high risk destinations. This step triggered a travel frenzy.

In Germany, the number of new Corona infections is growing exponentially yet again. Within days, the “emergency brake” will be pulled, as Chancellor Angela Merkel announced. On Monday, when her next Corona conference is scheduled to take place, the latest easing of some Corona restrictions might be retracted.

The doctor’s association ‘Marburger Bund’ criticizes the federal and state governments. The organization’s head, Susanne Johna, tells the ‘Neue Osnabrücker Zeitung’, the “emergency brake” needed to be pulled right now. According to her, easing restrictions while the third wave was already building up was a mistake.

The Corona numbers Germany’s Robert Koch Institute has published in the past days convey a clear message: The third Corona wave everyone talked about has arrived. Again, more than 17,000 new infections were registered within 24 hours. Germany’s Incidence Number is approaching the 100 mark in big steps. Six federal states have already reached it.

Now that the AstraZeneca vaccine was reinstated after the European Medicines Agency approved the product again, Germany intends to get its vaccination campaign up to speed.

At a “vaccination summit“, Chancellor Angela Merkel and the First Ministers decide to go for a “two-pillar vaccination strategy”. What this means is that the vaccination centers all over Germany will continue vaccinating people. At the same time, general practitioners will have the opportunity to vaccinate their patients, starting after Easter.

In Berlin, the latest Corona infection numbers do not look good. For a while, things had improved. All twelve districts had dropped out of the critical zone. Now, five of them have Incidence Numbers above 100. The entire city is moving towards 100. It stood at 94.8 on Thursday morning. At this stage, 603 Corona patients are being treated at Berlin’s hospitals, far less than recently, when around 2,000 of them were hospitalized.

Criticism regarding the latest Corona rules is now coming from the federal government itself. Interior Minister Horst Seehofer told the ‘Münchner Merkur’ daily, the rules were too complicated. His ‘boss’, Chancellor Angela Merkel, was part of the Corona conference in which the rules were made.

In the meantime, the Robert Koch Institute withheld the latest Corona numbers yet again this morning. With a big delay, alarming numbers were released. More than 17,000 new Corona infections were recorded within 24 hours.

Germany is about to receive hundreds of thousands of AstraZeneca vaccine doses, in spite of the fact that the country just suspended the use of this product. Armin Laschet, the new chairman of the conservative CDU, says in an interview with the ARD, the vaccine campaign needed to be sped up. At a “vaccination summit” on Friday, all relevant questions connected to the subject are supposed to be discussed.

The number of new infections in the past 24 hours is 13,435, more than 4,000 more than last Wednesday. In the past days, the Incidence Number has been increasing as well. The City State of Berlin, where the Incidence jumped to 91.3, just canceled the easing of more Corona restrictions.

The suspension of all vaccinations with the vaccine made by AstraZeneca is causing resultant problems. And it leads to criticism. The President of the German Medical Association, Frank-Ulrich Montgomery, tells the ‘Redaktionsnetzwerk Deutschland’, according to the studies he knew about, the frequency of cerebral vein thrombosis cases in the AstraZeneca groups and the placebo groups had been more or less the same.

It is unclear what will happen to persons who already got their first of two required shots with the AstraZeneca product. Whether and how the suspension will affect the government’s statement, according to which all adults in Germany will receive a “vaccination offer” by September 21st, cannot be answered right now either.

Just like the Robert Koch Institute in Berlin predicted, the Corona infection numbers keep on climbing. If the trend continues, the old, stricter lockdown rules will kick in again within ten days. Last Monday, Germany’s Incidence Number was 68.0. Now it stands at 82.9. The number of new Corona infections within 24 hours is 6,604 or about 1,600 higher than a week ago.

In Hamburg, First Minister Peter Tschentscher and others commemorated the city state’s Corona victims during a ceremony at Ohlsdorf Cemetery that included Christian, Jewish and Muslim prayers. They laid down white flowers for those who died.

Germany suspends the use of the AstraZeneca vaccine against Corona. Health Minister Jens Spahn says the government was following a recommendation by the Paul Ehrlich Institute. Several countries suspended vaccinations with the AstraZeneca product a few days before Germany did.

The Robert Koch Institute (RKI) believes the Corona infection numbers will rise substantially in the next few weeks. According to a new prognosis, the spread of the Coronavirus variant B.1.1.7 will lead to extremely high numbers by April 12th, 2021. The experts believe the Incidence Number for Germany might reach levels between 200 and 500. So far, it has never exceeded 200.

Professor Lothar Wieler, the RKI’s President, asked people to keep on adhering to the Corona rules. In the third wave, the “curve” needed to be kept “as flat as possible”, Wieler stated. It would still take some time until a majority of the population would be vaccinated.

In Germany, the infection numbers are not moving in the direction they are supposed to. The 12,674 new Corona infections the Robert Koch Institute reported for the past 24 hours are alarming. A week ago, the number of new cases had been 3,000 lower.´The SPD’s Karl Lauterbach, a health expert, warns of a third wave in the ‘Augsburger Allgemeine’ daily. He indirectly criticizes the recent easing of Corona rules at a time when the numbers were already increasing.

In the meantime, Germany’s new commissioner for vaccines, Christoph Krupp, tells the ‘Funke Mediengruppe’ the country intended to supply itself with vaccine starting in 2022. According to him, a task force is already working on a concept that will make it happen. Krupp also wants the vaccine production to be monitored. That way, delays and other issues are supposed to be avoided.

While non-essential retail businesses are reopening in Germany, the Robert Koch Institute keeps on reporting increasing infection numbers. Within the past 24 hours, 12,834 new Corona cases were registered, 2,254 cases more than last Friday. Also the Incidence Number increased yet again.

What those shops are concerned, at least some federal states do not seem to know exactly what they are doing. For instance, the Berlin Senate wants people to follow the new “Click & Meet’ rule, meaning they have to set up an appointment at the shop, online or on the phone, before they go there. At the same time the Senate Administration for Commerce says appointments may be set up on site. But, even though they do not really seem to know their own rules, they intend to fine business owners who do not follow them.

According to Professor Lothar Wieler, Germany is in the third Corona wave. The President of the Robert Koch Institute in Berlin says so in a meeting with members of an association of journalists in Geneva. He states there was a race between the ongoing vaccination campaign and the mutating Coronavirus.

The city state of Berlin keeps on setting up Corona test centers. More than 20,000 Berliners already have appointments at twelve centers, one for each of the German capital’s districts. In these cases, appointments are needed. At four more centers, Corona tests are being done without appointments.

Now the Senate announced there would be even more test centers, at five hospitals, namely Vivantes Clinic Spandau,
Vivantes Clinic Prenzlauer Berg, Vivantes Wenckebach Clinic Tempelhof, Hospital Havelhöhe Kladow and Queen Elisabeth Hospital Herzberge Lichtenberg. When exactly those centers will be opened is unclear, at this stage.

Germany is trying to get back to the old reality it was used to until early 2020. In Berlin, the step towards normality was taken one day late, because of a holiday that was observed on Monday. Non-essential shops may now reopen, but they have to give out appointments. More retails businesses were added to the list of essential stores.

Grades four to six may return to school. So may kindergarten kids. Museums, galleries, driving, boating and flying schools are reopening too. But they need to follow strict rules.

In Germany, a lot more people are supposed to be tested for Corona. Some federal states are setting up test centers. The city state of Berlin has one in each of its twelve districts, and four additional ones, in which residents can get tested for Corona infections free of charge up to once a week. Follow-up tests, should they become necessary, are free as well.

A discussion about holiday trips during the upcoming Easter vacations has commenced in Germany. Schleswig-Holstein’s First Minister Daniel Günther told the ‘Rheinische Post’ daily, if the situation did not change dramatically, his federal state would reopen its hotels. There was no reason why tourists should not be in hotels or holiday apartments if they had negative Corona test results.

The total number of Corona infection cases in Germany, since the pandemic hit the country 404 days ago, exceeds 2.5 million. The exact number is 2,500,182 this morning. These days, the number of new infections per day is rising slowly. So is the Seven Day Incidence Number for Germany.

In Berlin, supermarkets started selling rapid Corona tests for home use, but hardly any customers, who stood in long waiting lines on Friday, got any. The tests were sold out in minutes. In the meantime, eased Corona rules are now valid in Berlin. In the rest of Germany, they kick in on Monday.

According to Germany’s Permanent Vaccination Commission, the lack of vaccine will soon be overcome. Its chairman Thomas Mertens tells the ‘Augsburger Allgemeine’ daily, in the second and third quarter of 2021, there would be more vaccine than the vaccination centers would be able to use. Mertens says he understood people’s frustration about the “vaccination management” in Germany.

In the meantime, Chancellery Minister Helge Braun, says all Corona restrictions might be lifted in summer. Berlin adopts the new Corona rules. For instance, the means retail businesses may soon open, under certain conditions. The city state makes one change though: Outdoor sports activities for kids in groups of up to 20 will be allowed again. The age limit for participants in Berlin is 12, while it is 14 in the rest of Germany.

The Berlin Senate also announces a Corona aid package for self-employed individuals and small companies. Its volume is half a billion Euro (0.6 billion U.S. Dollars or 0.43 billion Pounds Sterling). People who work in the cultural field are supposed to be supported too, with an additional 36.5 million Euro (43.6 million Dollars or 31.4 million Pounds).

Germany’s federal states intend to adopt the new Corona strategy in different ways. Baden-Württemberg intends to be cautious, just like Bavaria. Later today, the Berlin Senate will discuss the question what the new plan should look like in the city state. Hamburg’s First Minister Peter Tschentscher said he was sceptical, but his city state would likely adopt the decisions taken in the Corona conference.

In Mecklenburg-Hither Pomerania, First Minister Manuela Schwesig did not waste any time. Early this morning, she announced retail businesses could open for customers with appointments on March 8th. Saxony-Anhalt intends to allow the reopening of more businesses in counties with low Incidence Numbers.

Four hundred days after the first Corona infection was reported in Germany, Chancellor Angela Merkel and her colleagues from the federal states hold another Corona conference. After nine hours of discussions, they come up with a complicated list of “reopening steps”. Part of the strategy, in which a reopening of businesses was linked to Incidence Numbers below 35, or at least below 50, is being thrown overboard.

After her Corona conference, Mrs. Merkel says Germany was entering a “new phase” in the pandemic.

A day before Angela Merkel’s next Corona conference, several aspects related to the pandemic are being discussed in Germany. One of them is the priority list for vaccinations. While Bavaria is starting to have police officers vaccinated, the SPD at the Berlin Bundestag opposes any changes to the vaccination strategy.

In the meantime, election campaign statements are beginning to mix with the debate about the way to go in the Corona crisis. Chancellor Merkel’s own coalition partner is now criticizing her approach. The SPD’s co-chairman Norbert Walter-Borjans told the ‘Augsburger Allgemeine’ daily, Germany had a head of government who “lacks a lot what the coordination of the crisis is concerned”.

In Germany, some 80,000 hairdressers and barbershops may reopen their businesses today. But they are the only ones. Since this has to do with “dignity” and personal hygiene, the decision to put hairdressers back in business was taken at the last Corona conference with Chancellor Angela Merkel and the First Ministers.

The next Corona conference is scheduled to take place on Wednesday. A cautious easing of some Corona restrictions seems to be on the agenda. The decision is difficult, also because the infection numbers are rising again.

Professor Christian Drosten, the chief virologist at Berlin’s Charité hospital says the third Corona wave had already begun in Germany. He told the ‘Frankfurter Allgemeine Zeitung’ daily, since the newly discovered Coronavirus mutations had spread quickly, the same would likely happen in Germany. But Drosten said he believed the ongoing vaccination campaign would decrease the number of Corona-related deaths.

Three days ahead of Angela Merkel’s next Corona conference, during which the Chancellor and the First Ministers will take decisions about the way ahead in the Corona lockdown, the infection numbers are increasing, slowly but steadily.

The availability of quick Corona tests and the (slow) progress of Germany’s vaccination campaign are good arguments for more freedom. On the other hand, the numbers seem to be rising again. Five days ahead of the next Corona conference with Angela Merkel, Bavaria’s First Minister Markus Söder tells the ‘Redaktionsnetzwerk Deutschland’ he favored easing restrictions, but “with reason and caution”. It is unclear whether more retail businesses will reopen in March or what other steps might be taken.

Austria’s Chancellor Sebastian Kurz harshly criticizes Berlin for its border closures in an interview with the ‘Münchner Merkur’ daily. In Germany, the border closure policy depended on the cardinal direction, he says.

The Corona infection numbers in Germany rise again. Close to 12,000 new cases are being reported within the past 24 hours, the Seven Day Incidence in the country increases as well. At the same time, easing restrictions and taking summer vacation trips to destinations abroad are being discussed.

Germany’s Tourism Commissioner Thomas Bareiss (Bareiß) tells ‘Bild’, he was optimistic most Germans would be vaccinated by the summer. Therefore, summer vacations would be possible. The matter of vaccination certificates will be discussed at the E.U. summit. A European standard would likely help the tourism sector.

The federal states develop different reopening strategies again. Brandenburg will reopen flower and gardening shops, tree nurseries and garden centers on Monday. The Senate in neighboring Berlin decided to wait because of the “very difficult intermediary phase”, as Culture Senator Klaus Lederer put it.

Social Affairs Senator Elke Breitenbach announced she wanted to have homeless persons vaccinated against Corona soon. AstraZeneca vaccine leftovers could be used for this purpose, she said.

The European Commission wants Germany to explain its strict entry rules at the borders to Czechia and the Austrian Federal State of Tyrol, as well as entry bans for Slovak citizens. Germany says this was a protective measure against the new, more aggressive Coronavirus variants. But the Commission is not convinced. In a letter to the German E.U. Ambassador it says protection could be achieved by different means. Berlin has to explain its approach within two weeks.

But, as it turns out, Germany is not the only country that received a letter of this kind. The E.U. Commission does not like the approach Belgium, Denmark, Finland, Hungary and Sweden are taking either.

Germany’s Seven Day Incidence Number has been on the rise again three days in a row. Whether this is a trend reversal is not clear yet.

In the meantime, primary schools reopen in parts of Germany, including Berlin and Brandenburg. The schools are implementing several models and rules designed to prevent Coronavirus infections as much as possible. Since last year, most schools had been closed. It is unclear when and how higher grades will return.

The federal government in Berlin will discuss a prolongation of the closure of Germany’s borders to Czechia and the Austrian federal state of Tyrol on Monday, the ‘Funke Mediagruppe’ reports. Germany might also declare France’s Moselle ‘départment’ a ‘Virus Variant Risk Area’. This would likely trigger another border closure, this time in the west.

In Germany itself, the Seven Day Incidence Number, which shows how many people have been infected with the Coronavirus per 100,000 inhabitants in the past seven days, has been increasing again in the past days. Whether this is a trend, or if the development has to do with the spreading Corona variant B.1.1.7, cannot be answered at this point.

In Germany the share of the recently discovered, more contagious variants of the Coronavirus is on the rise. In Flensburg county, the authorities put in place harsh measures this morning, including a nightly curfew and tightened contact restrictions, because the new mutations are spreading rapidly. Neighboring Denmark closed several border crossings because of the situation.

In Germany as a whole, the number of new infections and the Seven Day Incidence Numbers rose since yesterday. For weeks, they had been dropping. Whether this has to do with the Corona mutations is unclear. The share of the latter in all new infections stood at 22.8 percent on February 8th.

The German government is appointing a Special Commissioner for Vaccines, according to the ‘Spiegel’ weekly. Christoph Krupp, who was running the Institute for Federal Real Estate until now, will reportedly get the job. His task will be to make sure the vaccine manufacturers get everything they need to keep their production running, or to increase it.

In Brandenburg and Berlin, the number of new Corona infections is now dropping rapidly. In six Brandenburg counties, the Seven Day Incidence Numbers have dropped down to levels below 50. Potsdam, the state capital, stands at 27.2. In Berlin, four out of twelve districts are now below 50, but the city state’s overall Incidence Number rose slightly.

In Flensburg, a town of 90,000 inhabitants at the Danish border, an alarming situation has developed. The so-called “British Corona variant” is spreading rapidly. For that reason, the government of the federal state of Schleswig-Holstein and the local authorities are putting in place far-reaching measures, including a nightly curfew and tightened contact restrictions.

In the meantime, there are issues with the vaccine manufactured by the Swedish-British company AstraZeneca. Many Germans who could be vaccinated with this product, among them hospital staff members, do not want it.

New, more aggressive Coronavirus mutants now account for 22 percent of all new infections in Germany. Health Minister Jens Spahn announces this shocking number at a press conference in Berlin.

In the CDU, Angela Merkel’s conservative party, yet another discussion about the Corona policies has erupted. Even First Ministers who were part of the decision taking processes themselves suddenly have doubts in regard to linking the reopening of businesses solely to the Seven Day Incidence Number.

In three federal states the Incidence Numbers already dropped below 50. In only one state, Thuringia, the value is still above 100. The more the numbers fall, the more calls there are for a return to normality.

The latest big discussion politicians and other Germans are involved in is about the Easter vacations in April. Chancellor Angela Merkel’s spokesman Steffen Seibert stated, the government was working on ways to make this year’s Easter holiday different, compared to last year. At the same time he said there could not be promises about an easing of restrictions for Easter. In 2020, the first lockdown had been in place during the Christian holiday.

The discussion had been triggered by Saxony’s First Minister Michael Kretschmer. During the weekend, he had told the ‘Bild am Sonntag’ publication, there could not be any Easter vacation trips this year.” For this quote, he was criticized by colleagues and tour operators.

In Berlin, new and more aggressive Coronavirus mutations now account for 10 percent of all new infections. The city state’s Health Senator Dilek Kalayci defends the latest lockdown prolongation because of the danger those new variants pose. At the same time, Governing Mayor Michael Müller announces a step-by-step reopening plan on national television.

Berlins Corona numbers have dropped substantially in the past weeks. In four out of twelve districts, the Seven Day Incidence Numbers are now below 50. In all of them, they are below 100. The number of Corona patients who are being treated at Berlin’s hospitals decreased a lot as well. There are less than 1,000 of them right now.

Germany introduces tight checks at its borders to Czechia and the Austrian federal state of Tyrol. Germans and persons with residence permits for Germany may enter. The same applies to doctors, caretakers, nurses, truck drivers and seasonal agricultural workers. Fathers who want to be present for the birth of their child may enter, as well as persons who intend to take part in funerals of direct relatives. All persons who enter Germany through those two borders need to have confirmations for Corona tests that turned out negative, and they have to go into quarantine.

Germany’s Interior Minister Horst Seehofer tells the ‘Bild am Sonntag’ weekly, persons who did not belong to the few exceptions could not enter Germany at the borders in question. According to him, the Federal Police will check everyone.

The European Commission has criticized Germany for closing its borders to Czechia and the Austrian federal state of Tyrol. The closure will apply starting tonight. According to the Commission, the recommendations the E.U. partners had recently agreed on contained exceptions, for instance for commuters.

Germany’s Interior Minister Horst Seehofer fired back. The E.U. Commission had made “enough mistakes” in regard to the acquisition of vaccine, he told the ‘Bild’ tabloid. “The Commission should support uns, instead of putting a spokes into our wheel with its cheap hints.”

The closure of those borders has to do with the rapid spread of more aggressive variants of the Coronavirus. Germany wants to stop them at the border.

Germany is about to extend its travel ban list. From Saturday, it will include Czechia and the Austrian federal state of Tyrol. In Berlin, the Interior Ministry intends to reintroduce stationary checks at the corresponding borders. That way, more aggressive variants of the Coronavirus are supposed to kept out of Germany.

In the meantime, officials, including mayors, police officers, firefighters and even clergymen in many parts of Germany have been vaccinated against COVID-19 even though it was not their turn yet, according to virtually all German-language media. This publication, The Berlin Spectator, had reported about a case in which seven police officers were vaccinated in Berlin in late December of 2020.

Chancellor Angela Merkel and the First Ministers prolong the lockdown until March 7th, 2021. Barbershops may open from March 1st. The next “opening step” is supposed to be taken once Germany’s Seven Day Incidence Number drops down to 35. It is at 76 right now. The federal states will decide about the reopening of kindergartens and schools themselves. Some are open already.

Mrs. Merkel says the new Coronavirus mutation was “a reality”. In late January, 5.7 percent of all new infections had caught the “British variant” of the virus. The Chancellor warned the mutations needed to be fought. For that purpose, the Corona numbers needed to be as low as possible.

A day ahead of Chancellor Angela Merkel’s next Corona conference, many opinions are being shared in Germany. Some want all schools to open right now, others want them to remain closed or partially closed. The vaccination strategy is also being discussed.

For the opposition party FDP, its head Christian Lindner demanded a perspective for a reopening of “social life.” Keeping parts of the economy and Germany’s society closed was not good enough as a national effort against Corona, he stated. The extremist right-wing AfD’s chairman Jörg Meuthen said people we tired of the “Merkel Söder lockdown”.

At tomorrow’s conference, Mrs. Merkel and the First Ministers from the capitals of Germany’s sixteen federal states will likely prolong the lockdown by two weeks. But they might also change some restrictions.

Germany’s Seven Day Incidence Number increased slightly since Sunday. But the number of new Corona infections within 24 hours is lower than it has been on a Monday morning in quite a while. What the federal states are concerned, only four out of sixteen of them have Incidence Numbers higher than 100.

In all likelihood, the ongoing Corona lockdown will be prolonged anyway. Chancellor Angela Merkel and the First Ministers from the states are scheduled to meet for their Corona conference on Wednesday.

Ahead of Chancellor Angela Merkel’s next Corona conference on Wednesday, more and more politicians in Berlin and the capitals of Germany’s federal states say it was too early for easing restrictions.

The First Minister of Baden-Württemberg, Winfried Kretschmann, told the ‘Tagesspiegel’ daily, the Incidence Number would have to drop well below 50 before any Corona restrictions could be lifted. Germany’s Commerce Minister Peter Altmaier said regions with low Incidence Numbers would possibly be able to ease some restrictions soon. He told ‘Bild am Sonntag’ he hoped for open restaurants for Easter.

In summer, there might finally be a Corona vaccine for children, according to Germany’s Health Minister Jens Spahn. Especially children with pre-existing conditions need to be vaccinated. The three vaccines available in the European Union right now were approved from 16 years of age (Biontech’s product) and from 18 (Moderna and Astra Zeneca).

In spite of the decreasing Corona infection numbers in Germany, the ongoing lockdown will probably be prolonged until the end of the month. Several heads of government in the country’s federal states, including Berlin’s Governing Mayor Michael Müller, have said this was not the time for discussions about easing restrictions.

In Berlin, the Corona situation has improved substantially. The number of Corona patients in the city’s hospitals has decreased. The same applies to the number of new Corona infections. All twelve districts now have Seven Day Incidence Numbers below 100. If this trend continues, the local health authorities might be able to trace all infection cases back to their sources soon. Just a few weeks ago, Berlin used to be one of Germany’s Corona hotspots.

The government in Berlin will provide data on the spread of the new, more dangerous Coronavirus mutants in Germany early next week. Chancellor Angela Merkel and the First Ministers from the provinces and city states intend to take important decisions next Wednesday, for instance on the lockdown. They need more clarity on the more contagious Corona variants in order to be able to do so.

One thing is certain: Both the British and the South African mutants have spread in Germany. The question is to what extent this happened.

Germany’s armed forces, the Bundeswehr, are sending a team of doctors and caretakers to Portugal today, where the health system is collapsing. Many Corona patients cannot be treated anymore.

In Germany itself, the number of new Corona infections keeps on decreasing along with the country’s Seven Day Incidence Number. But the number of Corona-related deaths continues to be high. Almost 1,000 Corona patients died in the past 24 hours.

Germany is about to amend its Corona vaccination regulation. Because the Astra Zeneca vaccine, which will be delivered starting this week, is being recommended for persons up to 64 years of age, more hospital staff members, caretakers and other high risk groups will be vaccinated at this point in time.

Due to all the criticism the government is confronted with because of the lack of vaccine, Health Minister Jens Spahn tells ZDF television, the virus was the enemy. Blaming each other was not helpful.

At a Vaccination Summit, Chancellor Angela Merkel, the First Ministers and representatives for vaccine manufacturers discuss the main issue, namely the lack of vaccine in Germany. Afterwards, Mrs. Merkel announces a ‘national vaccination plan’ and reiterates a promise: Everyone in Germany, apart from the country’s 9 million children, will receive a “vaccination offer” by September 21st, 2021.

Germany is discussing the low volume of vaccine deliveries it has to deal with right now. E.U. Commission President Ursula von der Leyen was going to get into the subject in talks with the manufacturers today.

Tomorrow, a Vaccine Summit is scheduled to take place. Chancellor Angela Merkel and the First Ministers from Germany’s federal states will take part in the video conference. So will Health Minister Jens Spahn and representatives of several vaccine manufacturers. Whether the vaccine deliveries can be increased by discussing this European problem on a national level is unclear.

Germany fears the situation might escalate again because of those new Corona variants. In the federal state of Baden-Württemberg alone, as many as 115 Corona mutant infections have been confirmed. At the Airbus factory in Hamburg, seven employees are infected with B.1.1.7.

Germany’s Interior Minister Horst Seehofer confirms the government is preparing an entry ban for travelers from countries that are affected by spreading Coronavirus mutants in large numbers. This is the case in countries like Britain, Ireland, Spain, Portugal, Brazil and South Africa. At this stage, several ministries in Berlin are discussing the kind of exceptions that should be made. The ban could be put in place as early as next week.

The new Coronavirus variant B.1.1.7 has hit the city of Flensburg, where some cases were reported. Germany’s Chancellery Minister Helge Braun believes the new Corona mutation will spread further. In an ARD interview he says the new variant would “become the dominant form and cause problems.” Braun states the Corona mutation needed to be kept out of Germany as long as possible.

Germany tightens its border crossing checks because of new rules for incoming passengers and the increasing danger of infection because of new Coronavirus mutations. The federal police increased the number of officers and Frankfurt Airport and other locations.

The European Union increasingly worries about the new Corona variant B1.1.7 which is already spreading in Spain and Portugal. Germany’s Seven Day Incidence Number drops to its lowest level since November 1st, 2020. With 20,398, the number of new infections within 24 hours is still high, but a lot lower than a week ago. According to the Robert Koch Institute, 1,013 individuals died within the past day.

The worries about a more contagious Coronavirus variant that already spread in Britain and Ireland are increasing. Six more cases were reported in Berlin.

Germany’s Labor Minister Hubertus Heil prompted all companies in the country to let their employees work from home wherever possible. After yesterday’s Corona conference, he told ‘Bild Live’ that companies would have to identify areas in which working from home was possible. Heil announced checks on site.

At Chancellor Angela Merkel’s Corona conference, which was just preponed to Tuesday, January 19th, 2021, curfews might be discussed. In an interview with the ‘Rheinische Post’ daily, Tobias Hans, the First Minister of Saarland, says next week’s discussions should be conducted without taboos. He states making more people work from home needed to be discussed, but also curfews.

Biontech, the German company that distributes a Corona vaccine with its American affiliate Pfizer, announces the delivery shortages it announced earlier would not last as long as anticipated at first. On January 25th, it would return to the original delivery schedule. On February 15th, the deliveries would be increased beyond the announcements that had been made so far, Biontech says.

Chancellor Angela Merkel sees the need to tighten the Corona restrictions even more. Her Corona conference with the First Ministers from all federal states was preponed to Tuesday of next week. Originally, it was supposed to take place on January 25th, 2021.

Baden-Württemberg’s First Minister Winfried Kretschmann supports Merkel’s approach. So does Professor Lothar Wieler, the head of the Robert Koch Institute.

Armin Laschet, the First Minister of North Rhine-Westphalia, is expecting a long lockdown, possibly until Easter. “The situation is serious. It would be wrong to rule out anything”, he told the ‘Kölner Stadtanzeiger’ daily. Laschet said there would be “a realistic picture” in regard to the infection numbers one which would also include the ramifications of people’s behavior during the recent Christmas holiday, on January 17th.

In Hagen, several residents of a retirement home have been infected with the Coronavirus in spite of being vaccinated, according to the ‘WAZ’ daily. The persons affected had only gotten the first of two required vaccinations before they had tested positive, a spokesperson for the city stated.

During a meeting, Chancellor Angela Merkel reportedly warned of newly discovered Corona mutations that are spreading in some countries. She mentioned the situation in Ireland. While number of new Coronavirus infections in Germany remains high, the government is hoping it will not explode.

The city state of Berlin updates its Corona rules. For instance, the Senate adds the ‘leash rule’ and makes childcare easier.

Health Minister Jens Spahn is working on enacting a new rule for passengers coming in from high risk countries. They are supposed to get tested for Corona infections before they board their flights. If Spahn gets his way, the airlines will have to check their passengers’ Corona test documents during check-in.

The new rule is supposed to apply to passengers who travel to Germany from countries that reported the spread new, more contagious Coronavirus variants and from countries with extremely high Seven Day Incidence Numbers.

On Tuesday, a Corona vaccine made by the American company Moderna will be delivered to Germany’s federal states. It is not known whether the pace at which vaccinations are being administered will increase immediately, now that two vaccines are available, the one by Moderna and one delivered by Biontech and Pfizer.

In spite of the alarming situation, with rising infection numbers and the spread of a new mutation of the Coronavirus, there are new demands for ending the lockdown the latest version of which was just put in place.

The Corona numbers in Germany are on the rise again. It is unclear whether this development had to do with trips people took for Christmas or New Year’s Eve, with the new, more contagious Coronavirus variant or with other aspects.

In Spite of the situation, four federal states will be reopening their schools for some grades tomorrow. They are Baden-Württemberg, Mecklenburg-Hither Pomerania, Saxony-Anhalt and Thuringia. In the latter state, the Corona numbers are among the worst in Germany.

In Germany, worries about the new Coronavirus mutation are spreading about as fast as the virus itself. The first B177 case was confirmed in Berlin, where the authorities are looking for persons the infected individual may have been in contact with before he was isolated. The Corona numbers in Berlin are increasing again right now.

With 24,694 new Corona infections within the past 24 hours. the numbers for Germany are still far too high as well. Relatively few people in Germany have been vaccinated against the virus, so far.

In Germany, the Corona numbers are back to where they were before Christmas. According to the Robert Koch Institute, 31,894 new infections were registered in the past 24 hours. With 1,188, the number of Corona-related deaths that were reported during the same time period is extremely high. The Seven Day Incidence Number for Germany rose again as well. On Thursday, it stood at 121.8. Now it is 136.5.

So far, 417,060 people have been vaccinated against Corona. On Wednesday, 46.332 persons were vaccinated. At this stage, the vaccination quota in Germany is 0.44 percent.

Just hours after Chancellor Angela Merkel announced a prolongation of the lockdown and tightened contact restrictions, the Corona numbers are rising again. In Berlin, the Robert Koch Institute reported 21,237 new infections and 1,019 Corona-related deaths. While the situation has improved in the city state of Berlin, the opposite is the case in Brandenburg province.

More and more First Ministers in Germany, including Tobias Hans from Saarland, say there was no alternative to a prolongation of the lockdown that was put in place in mid-December. Hans said extending it was the only way to prevent a third Corona wave from hitting.

Health Minister Jens Spahn responded to harsh criticism on the amount of vaccine doses Germany had gotten. In an interview with RTL television, he said 1.3 million vaccine doses had already been delivered to the federal states. By the end of January, that number would be increased to four million.

Bavaria’s First Minister Markus Söder believes the strict lockdown in Germany, which officially ends on January 10th, needs to be prolonged. In an interview with ‘Funke Mediengruppe’ he said a premature easing of the rules would throw back Germany. Söder also stated the ramifications of what had been going on during the Christmas holidays and around New Year’s Eve were not foreseeable yet.

On Tuesday, January 5th, 2021, Chancellor Angela Merkel and the First Ministers are supposed to take decisions about the ongoing lockdown. The ‘Frankfurter Allgemeine Sonntagszeitung’ weekly reports, the heads of government in Germany’s federal states had already decided to prolong the lockdown, but there was no agreement on the date on which it should end.

Health Minister Jens Spahn rejected harsh criticism in regard to Germany’s vaccination policy. He said the vaccination had begun as planned. It had been clear that there would be outages at the beginning.

On Friday, more than 165,000 Germans were vaccinated against the Coronavirus, according to the Robert Koch Institute, almost 32,000 more than on Friday. A lack of vaccine doses is the main issue right now.

In their New Year speeches, most First Ministers in Germany discussed Corona. Berlin’s Governing Mayor Müller said the danger posed by the pandemic needed to be taken seriously and following the rules was still important. His Bavarian colleague Markus Söder made clear there was no hope for a quick end of the Corona pandemic. He called the virus “mean”. All First Ministers said the ongoing vaccinations were reason for hope.
